Entry into Italian territory by foreign carriers


During the period of emergency caused by the Covid-19 epidemic, the Italian Government introduced a series of measures restricting the free movement of persons and entrepreneurial activity. In this context, the carriage of goods does not have any specific restrictions, but carriers also have to adapt to the new legislation regarding the entry of drivers into Italian territory.

By decree no. 145 of 3 April 2020, the Ministry of Health and the Ministry of Infrastructure and Transport introduced new regulations for foreign transport companies and drivers traveling through Italy.

#### The main obligations for carriers are:

• The company must inform the competent health institution that the truck will arrive in Italian territory; the competent authority is the institution of the place where the truck will enter Italy (in the attachment a list with the e-mail details of individual health institutions)
• The driver may stay in Italy for a maximum of 72 hours, for valid reasons this period may be extended by an additional 48 hours
• In the case of transit through Italy, it is possible to stay in the national territory for a maximum of 24 hours (if the valid reasons are 12 hours longer)
• If the police find that the driver has exceeded the stated deadlines, he will be obliged to quarantine for 14 days
• The driver must carry a previously completed statement, in which he submits his information, information about the transport which is performed and about the message sent to the competent medical institution. To resume: the company have to pre-announce the arrival of the truck in Italy by email, and the driver must carry a statement and hand out to the police or to other control bodies, if requested. We’re also sending the draft message to the competent authority. The draft is not official and is for informational purposes only, so you can modify it. It is important that the information is highlighted in yellow.
